These strategic processes have had the benefit of allowing local authorities to have linkages to national planning, accommodate the need to respond to local priorities, and ensure accountability to their communities. Examination of some local government processes provides insights on results-based management in action at a local level and on how a results focus can transform performance. Strategic planning ââ¬â as a framework for action ââ¬â is one of the significant tools that has enabled local authorities in Kenya to cope with far-reaching responsibilities geared to promote development. Strategic planning requires the integration of professional knowledge and capacities, and the creation of organizational platforms. This enables local governments to promote the best practices and manage the development process through harnessing local resources, assets and opportunities to achieve strategic goals. In the mid 1980s, as an example, a model was successfully established in Israel to assist local authorities ââ¬â the Municipal Strategic Planning Unit (MSPU). Kisumu was selected to implement the MSPU pilot project due to its development potential and given the fact that the promotion of the city is a priority of the Government of Kenya and significant development partners. Units based on this model were designed to lead and promote strategic planning processes, identify and create assets and opportunities for development, and improve the work of local authorities. This implementation was done with great success in Kisumu.

Quantum Mechanics Using Back-of-the-envelope Calculations YIP Chung On INTRODUCTION Calculations in quantum mechanics are very often lengthy and mathematically involved, and some problems are impossible to get an analytical solution. Our goal, rather than obtaining an exact solution, we try to analyze a problem in quantum mechanics using dimensional analysis and provide a back-of-the-envelope estimate. We choose the ground state problem of a harmonic-quartic oscillator to perform an analytical estimate, as it is a common and useful quantum mechanics problem. Then we use a computer software, Mathematica to solve differential equations numerically, and compare the solutions with the back-of-the-envelope estimate. ââ⬠and a quartic potential of strength à °Ã â⬠ºÃ ½. The study of ground state problem of a harmonic-quartic problem is important, as it is a typical system in reality. There are two special cases for a harmonic-quartic oscillator; one is when the strength of the quartic is very small, it becomes a harmonic oscillator, another one is when the strength of the harmonic potential is very small, it becomes a quartic oscillator. Harmonic oscillator is one of the most important model systems in quantum mechanics, one of the examples are simple diatomic molecules such as hydrogen and nitrogen. It is one of the few quantum-mechanical systems which we are able to get an exact, analytical solution. Also, many potentials can be approximated as a harmonic potential when the energy is very low, this provides a great help when studying some very complicated systems. While in reality, it is unlikely that a system is purely harmonic, as most of the time there would be more than one potential acting in a system. So it is important to study a system with multi-potentials, and a harmonic-quartic oscillator, which includes a harmonic potential and a quartic potential, is a good example of that. Our goal, in this project, is to estimate the ground state energy of a harmonic-quartic oscillator making use of back-of-the-envelope calculations, which means that we only involve very few mathematical calculations in our estimate. To specify, we perform dimensional analysis on the equations of the problem we concern, then we compare the results of our estimate with the numerical solution we get from Mathematica, a computer software, to see how close can our estimate get. METHOD We attempt to use dimensional analysis to estimate the ground state energy of the harmonic-quartic problem, and here would be the procedures we would take to perform a dimensional analysis for finding the ground state energy. First we identify the principal units of measurement for the problem, which means the minimal set of units enough to describe all the input parameters of the problem. For this problem, we choose the units of length, [], and energy, [, these two are often chosen in stationary problems in quantum mechanics. Then we identify the input parameters and their units in terms of the chosen principal units. For each of the principal units, we choose a scale which is a combination of the input parameters measured using their units. We may need to determine the maximal set of independent dimensionless parameters: the set will include only the parameters that are generally either much greater or much less than unity. These include both the dimensionless parameters present in the problem and the dimensionless combinations of the dimensionful input parameters. If the set is empty, the unknown quantities can be determined almost completely, i.e. up to a numerical prefactor of the order of unity. If some dimensionless parameters are present, the class of possible relationships between the unknowns and the input parameters can be narrowed down, but the order of magnitude of the unknown quantities cannot be determined. Finally we express the unknown quantities as a multi-power-law of principal scales, times an arbitrary function of all dimensionless parameters, if any. If no dimensionless parameters are present, the arbitrary function is replaced by an arbitrary constant, presumed to be of the order of unity. How Did Climate Serve as a Trigger Event for the Bangladeshi Liberation
Climate issues have come to the forefront of popular culture and is a hot topic in the arena of politics and beyond. More recently numerous academics have started to research how not only global warming, but climate can increase the risk of civil war or ignite armed conflict. One of the most introductory article on the subject is written by Marshall Burke and discusses how climate has increased the risk of civil war in Africa. One of the conclusions Burke and his colleagues draw from their quantitative research is that not only can climate trigger civil conflict but also ââ¬Å"that climate change will worsen instability in already volatile regionsâ⬠(Burke, p.1). Moreover, during the time of the Bangladeshi Liberation War that was the case. Bangladesh, at the time referred to as East Pakistan was in a tumultuous state and a breeding ground for conflict. However, it wasnââ¬â¢t until the 1970 Bhola cyclone that devastated the area that the East Pakistaniââ¬â¢s decided to move forward in their secession from West Pakistan, which led to the Bangladeshi Liberation War. This paper will be divided into four sections. The first section will set the theoretical foundation for how climate can cause conflict. The second section will identify and analyze the different conflict factors that were present in East Pakistan and were amplified/affected by the cyclone. The third section will examine the extent and damage caused by the cyclone, focusing on numbers and logistics. The last section will take the information that had been presented previously and create the links between it and how it relates to argument of the Bhola cyclone triggering the lib eration war. Chinese architecture
Ancient Chinese architecture is an important component of the world architectural system. Through the years it formed into a style that combined stone carving, rammed earth construction, bucket arch buildings and many other techniques. Chinese laboring people created many architectural miracles like the Great Wall, the Forbidden City and the mausoleum of the First Kin Emperor. The most significant characteristic Is the use of timber framework. Painting and carving were added to make the work more beautiful and attractive.The ancient buildings have a long history that can be tracked back all the way to the Shank Dynasty. The houses are built in a very nice way with the roofs colored, windows with exquisite appliqueà © design and beautiful flower patterns. The layout of a courtyard is unique to China. The main structure is on the central axis of a court while less important structures are to the left and right. Houses of China were similar, the way of laying out a house was similar am ong rich and poor. Chinese people build one floor of a building everyday.Some examples of beautiful buildings are the Lieu Pagoda of Hangout, (it was build during the Song Dynasty); the Giant Wild Goose Pagoda, (it was build during the Tang Dynasty); the Hall of Supreme Harmony within the Palace museum, (it was built during the Mining Dynasty). The Coughing Garden in Ouzos, it's one of the most finest gardens in China. Now the architecture in China became modern, there are still ancient architectural building and houses, but lots of buildings and houses have been taking down to put the new modern buildings.
